JTforME public review note: Citizen Initiative red-team checklist

Before the next revision, test every provision against:
- Due process: notice, hearing, findings, review.
- Safety: abuse, coercive control, stalking, child protection, and good-faith reporting exceptions.
- Separation of powers: reporting and timelines should not override adjudicatory independence.
- Fiscal capacity: staffing, GAL capacity, DHHS/OCFS interfaces, training, and reporting.
- Implementation: phased rollout, definitions, plain-language voter summary, and change log.
- Source discipline: findings and statutory text should stay separated.
